The report calls for a process of intensive and continuous negotiations and one that moves to text-based discussions. Ambassador Stephenson also attaches an annex to the report. The first column contains Annex B from the July package. The second column shows POSSIBLE LANGUAGE FOR FULL MODALITIES. The third column is the Chair's remarks, which contains proposed text on which there is no consensus yet. Ambassador Stephenson wants to use this document as a 'rolling document' with the objective of completing the second column as soon as possible.
