El desarrollo debe tener prioridad frente a la Facilitación del Comercio en el marco de la OMC
Estimados Ministros de Comercio y Embajadores de la OMC,
Les escribimos hoy para solicitarlea los miembros de la OMC que pongan como condición para la entrada en vigencia del acuerdo de Facilitación del Comercio la conclusión y cumplimiento del mandato de desarrollo estipulado para las negociaciones de la Ronda de Doha.
En calidad de miembros de 259* organizaciones de la sociedad civil y sindicatos de más de 150 países del Norte y Sur global, hace tiempo que abogamos a favor de un marco de comercio mundial socialmente justo y sustentable. Desde la creación de la OMC, los países en desarrollo han hecho propuestas positivas con el objetivo de mejorar las normas del sistema comercial mundial a favor del desarrollo. Lamentablemente, en la Ronda de Doha hemos sido testigos de los esfuerzos exitososde los países desarrollados para dejar de lado las propuestas orientadas al desarrollo propuestas por los países en desarrollo y los Países Menos Adelantados (PMA) para darle en cambio prioridad a los reclamos de acceso al mercado que benefician a las empresas importadoras y exportadoras de los países desarrollados.
Desafortunadamente, los resultados de la 9ª Conferencia Ministerial del OMC en Bali fueron igualmente desequilibrados. Los asuntos de urgencia para los países en desarrollo, como la propuesta del G33 para permitirle a los países en desarrollo invertir en Seguridad Alimentaria, fueron dejados de lado y las propuestas de los PMA se concluyeron y acordaron solamentecomo "mejor esfuerzo". Sin embargo, los reclamos de los países desarrollados, tal como se refleja en el Acuerdo sobre Facilitación del Comercio, se concluyeron con normas vinculantes que tienen implicancias regulatorias, de inversión de capital y costos recurrentes, que podrían desviarlos recursos públicos limitados para la satisfacción de las necesidades de desarrollo prioritarias como la salud, educación e inversiones en infraestructura en países en desarrollo y los países menos adelantados. Al mismo tiempo, ha habido una gran falta de compromiso por parte de los países desarrollados en términos de las contribuciones financieras adicionales concretas y a largo plazo para apoyar la implementación del Acuerdo, a pesar del hecho de que esto había sido prometido al comienzo de las negociaciones sobre Facilitación del Comercio. Por lo tanto, si se permite que entre en vigencia como un acuerdo independiente sin importar el resto de los asuntos que preocupan a los países en desarrollo y los PMA, el acuerdo sobre FC inclinaría las normas comerciales de la OMC incluso más a favor de los países desarrollados y sus empresas multinacionales.
Los países en desarrollo y miembros de los PMA están en lo cierto en exigir que el Acuerdo sobre FC solo entre en vigencia cuando se complete el 'compromiso único' en el marco del Programa de Trabajo de la Ronda de Doha y especialmente luego del cumplimiento de su mandato de desarrollo. Es necesario recordar que los países en desarrollo solo acordaron iniciar la Ronda de Doha siempre y cuando los asuntos de desarrollo fueran el aspecto central del mandato. Sería inadmisible que los reclamos de liberalización por parte de los países desarrollados representen una "Cosecha Temprana" a expensas de concluir las normas vinculantes sobre Seguridad Alimentaria, los asuntos de los PMA y otras propuestas urgentes enfocadas en el desarrollo que requieren atención plena e inmediata de los miembros de la OMC.
Los países en desarrollo y los PMA han hecho propuestas concretas en relación con el mandato de desarrollo, entre ellas sobre los asuntos de implementación, fortalecer y operacionalizar el Trato Especial y Diferenciado, la agricultura y sobre los asuntos de los PMA, y son estas cuestiones las que deben volver a priorizarse en la agenda. En especial, se deben cambiar las normas sobre agricultura para garantizar que los países en desarrollo tengan el espacio político necesario para invertir en aumentar la producción agrícola, especialmente delos pequeños agricultores para lograr la Seguridad Alimentaria. Muchas de estas propuestas son similares a los reclamos de la sociedad civil a favor de la transformación del régimen de comercio actual, que están detallados en la Declaración de Darle Vuelta a la OMC firmada por cientos de organizaciones que trabajan a través de la red Nuestro Mundo No Está en Venta (OWINFS). Por lo tanto, solicitamos urgentemente a los miembros de la OMC que pongan como condición de la entrada en vigencia del acuerdo sobre FC la conclusión y cumplimiento del mandato de Desarrollo y las negociaciones necesarias para transformar el régimen de comercio mundial.
Además, nos ha consternado en extremo ver la postura qe ha adoptado el nuevo Director General de la OMC, Roberto Azevêdo presionando a los miembros en relación al acuerdo sobre FC, especialmente en su discurso ante la última reunión del Comité de Negociaciones Comerciales realizada el 25 de junio de 2014. Solicitamos firmemente a los miembros de la OMC que garanticen un funcionamiento adecuado del secretariado de la OMC de forma que se respete el carácter de la OMC como una organización dirigida por sus miembros.
